Senate File 568, a Republican Sponsored Bill, has been signed into law by Republican Governor Kim Reynolds of Iowa limiting ballot harvesting, and the left is not at all happy about it, trying to keep the information about the bill suppressed.
Democrat Iowa legislators said:
“The people won’t know about this bill, and they won’t understand it. Innocent people will become criminals, it isn’t fair. People who are being Iowa Nice, trying to help people vote will get into trouble. Elderly people won’t be able to vote. People don’t trust the post office, they can’t mail it. Limiting the number of ballots each person can return to 2 ballots per person is way too few. people are going to be scared to excercise their rights with these new laws,” Democrats said.
Iowa Representative Kaufmann, a Republican said the bill was an “election technical bill that does tech things- highlights codifies 17 yrs age won’t be put on inactive list- codifies that provisions in light of sheer count sill permission give auditors they can say no and defending who can collect ballots.”
Opposition to the bill was Democrat Rep. Hunter, who said that the” bill gives think tanks the automatic standing to shut down statement voting in Iowa. “It gives auditors the authority to cancel all locations, they can say they don’t have the person in ti si down with. We have people that have come to enjoy and come to expect on it and rely on satellite coting, and now authored can just say they can’t man it and it would be over. The ballot courier part- is most alarming. We wanted people to expand from family members to community members. Only if you are blind or have a disability and can’t get to the audits office. Forgot about the elderly who don’t have a car and have to take 14 buses to get downtown. The elderly are out of luck. And if anyone in this building touches your ballot it is a class D Fraud and that is punishable by up to 5 years in prison. So people can not touch ballots. We need to make Democracy easier, not harder. We had no fraud and had record ballots in the last election.”
The debate over the bill continued between Kaufmann and Democrats and unfolded over who was allowed to touch a signed ballot, and who was allowed to harvest ballots. Kaufmann had an interaction with Democrat Forbes over who was allowed to deliver ballots to the County auditor. Forbes believed that Ballots could show up from nowhere, and people would innocently touch ballots and become criminals.
Democrats were insistent that innocent Iowans under the bill who were being “Iowa nice” would become criminals for helping people to deliver ballots. They were also very concerned about people who were too elderly to get to the voting site, and would not be able to get their vote counted under the bill.

The full 23-page bill , (Formerly SSB 1237.) Has an effective date: 06/08/2021, 01/01/2022, and lays out restrictions on totally open-ended satellite voting, as was seen in the 2020 General election. According to the Plain Language documents:
